The 2012 draft budget plans to increase spending, especially in areas where they are most likely to promote growth, including those on research policies and cohesion that are necessary to support efforts by Member States .

The global financial crisis has highlighted weaknesses in the rules and codes of conduct that guide how European companies are managed.

These laws and codes are the standard for effective and responsible management of listed companies on the stock markets of the European Union. They are supposed to ensure that company management gives priority to long-term interests of shareholders.

As part of a comprehensive reform of European company law, the Commission is looking at opportunities to strengthen governance systems, to reduce the share of self-regulation, and ensure that members of boards assume more responsibilities.

The Commission presented its ideas in a Green Paper English as a basis for public consultation on possible reforms, particularly in terms of oversight boards, the involvement of shareholders and the implementation of the rules.

Boards

The consultation asks whether it should impose a greater diversity among the members of the boards: greater female presence, coexistence of nationalities, skills and different career paths.

The Commission is also interested in board operations, at the time their members devoted to protecting the interests of shareholders, the policy of risk management and executive compensation.

Involvement of shareholders

A new vision

* fight against alien species that invade natural habitats and currently threaten 22% of native species;
* strengthen the EU contribution to the global fight against biodiversity loss.

This strategy is consistent with international commitments made by the EU within the framework of the UN Convention on Biological Diversity, which defines a set of global objectives to be achieved by 2020.
